About AACC
The Association of
Asian Constitutional Courts and Equivalent Institutions (AACC) was established
on 12 July 2010, with the aim at serving as a regional organization dedicated
to constitutional justice in Asia. It functions as a regional forum for the
exchange of information and experiences, the promotion of democratic
development, adherence to the rule of law, protection of basic rights, and the
independence of constitutional institutions in member countries, empowered by
their respective constitutions. The Constitutional Court of the Kingdom of
Thailand is one of the seven co‑founding members of the AACC. The Association
currently comprises 22 member states: Thailand, Pakistan, the Philippines,
Russia, Tajikistan, Türkiye, Uzbekistan, Indonesia, Korea, Malaysia, Mongolia,
Azerbaijan, Afghanistan, Kazakhstan, Kyrgyzstan, Myanmar, India, the Maldives,
Bangladesh, Jordan, Palestine, and Iraq. Each member state is required to
undertake the responsibility of hosting the Congress biennially. The
Constitutional Court of the Kingdom of Thailand succeeded the Constitutional
Court of Mongolia in assuming the presidency of the Association. In this role,
the Thai Constitutional Court holds the presidency and serves as host of the 6th
Congress for the term 2023-2025.
During the period 2023–2025, the Constitutional Court of the Kingdom of Thailand
holds the presidency of the Association of Asian Constitutional Courts and
Equivalent Institutions (AACC). In this capacity, the Constitutional Court of
Thailand has organized the following meetings: (1) the
Meeting of Secretary-General
(MSG), convened to prepare the Secretaries-General of member
institutions prior to the Board of Members Meeting; (2) the
Board of Members Meeting (BoMM); and (3) the Congress of
the Association of Asian Constitutional Courts and Equivalent Institutions.
The 6th
Congress of the AACC (VI Congress), held under the theme “The Constitutional
Courts and Equivalent Institutions in Strengthening Constitutional Justice for
Sustainable Society”, took place from 17 to 21
September 2024 at The Athenee Hotel, Bangkok,
Thailand. Professor Dr. Nakharin Mektrairat, President of the Constitutional
Court of the Kingdom of Thailand and the AACC, graciously
presided over and delivered the Opening Address at the 6th Congress of AACC. At
the Closing Ceremony on 19 September, the Constitutional
Court announced the adoption of the Bangkok Declaration, approved by the Board
of Members, marking a significant outcome that will guide future AACC
initiatives and foster continued collaboration within the Association.
The Association has established three
Permanent Secretariat:
1. The Permanent Secretariat for Planning and
Coordination (PSPC), located at the Constitutional Court of the Republic of
Indonesia.
2. The AACC Permanent Secretariat for Research and
Development (AACC SRD), located at the Constitutional Court of the Republic of
Korea.
3. The Center for Training and Human Resources
Development (CTHRD), located at the Constitutional Court of the Republic of
Türkiye.
AACC Purpose
- To enhance
cooperation and exchange of experiences and information among members.
- To foster the
independence of the Constitutional Courts and Equivalent institutions.
- To promote the
rule of law.
- To ensure the
establishment of democracy.
- To improve human rights protection.
